Two young relatives were arrested in the deaths of three children found slain, one of them decapitated,
in a Baltimore apartment, police said Friday.  At a news conference, police identified the suspects as
Adan Espinosa Canela, 17, and Policarpio Espinosa, 22. They are cousins and are related to the victims
although it was not immediately clear in what way.

The children were identified as 9-year-old Ricardo Espinoza; his 9-year-old sister, Lucero Quezada;
and their 10-year-old cousin, Alexis Quezada, a boy. One child was beheaded, the other two partially
beheaded. "I've been around for 35 years and I've seen, unfortunately, my share of murders, but I've
never seen something as bad as this," Deputy Police Commissioner Kenneth Blackwell said earlier.

"There's blood all over my apartment," a woman said in the 911 call, apparently providing translation for
the mother. "They've killed my family!"

The first officer on the scene "couldn't handle it" and had to give the call to another officer, Blackwell said.
"Walking in on a scene, seeing children of that tender age in that condition, certainly breaks your heart."

Dr. Helen Smith addresses every day: violent kids. Smith, who received both her bachelor's ('83) and doctoral ('94) degrees from UT Knoxville, is a forensic psychologist in Knoxville. She interprets psychological information for the legal system, often testifying as an expert witness in cases ranging from child custody to mental competency. She also sees private patients for psychotherapy. And in her spare time, she is writing a book on a grim but timely topic: kids who kill. "It's a subject that has interested me for a long time," Smith says. "I had started research for the book well before the current wave of school shootings began last fall." The impetus came from a 17-year-old boy she was asked to evaluate about two years ago. Psychological tests revealed that he was seriously disturbed with violent tendencies, Smith recalls. "He wasn't threatening a particular person, so I couldn't call the police," she says. "And he had no health insurance, so he couldn't be hospitalized or even receive long-term counseling. I began asking myself how someone gets to this point, and what might be done to prevent it." For the disturbed boy, it was already too late. Two weeks later, Smith learned he had shot and killed someone.  The event strengthened her resolve to understand the phenomenon of killer kids and to identify early warning signs of dangerous behavior. "I wish I could say there was one explanation for this," Smith says. "I wish I could tell you the TV show 'South Park' or violent rap music or MTV was responsible for the school shootings. "I don't think it's any one thing. It's a combination of factors. You have a kid who has a predisposition for problems, combined with a troubled home situation, like a divorce or parents who are abusing substances."  And in most cases, it's a youngster with a history of aggressive behavior. "I've had preschool teachers tell me they knew from the time a child was two or three that there was going to be trouble," Smith says. "Very often, they're right. These are children whose anger is way beyond the typical temper tantrum." Later, these children may torture animals and strike out violently against siblings and even parents. In nearly every case, they feel alienated from their peers.  "These kids perceive nobody cares about them. (AP) -- Relatives of an 8-year-old girl found raped and slain in an abandoned home said Thursday that the young teenager accused of the crime was like a member of the family. Authorities will not identify the 14-year-old boy accused of raping and killing Dymia Janae Woody, but relatives said he was a close friend of the victim's older brother and regularly visited their home. The boy appeared on television after the girl went missing Monday night that he walked her part of the way home before they separated and she disappeared. "I'm like a safety guy around here," the boy told WHNS-TV. "I walk all the kids home, and it's not an unusual thing. I just do it because I have a little brother and sisters, and I would want somebody to do that for me." Police said the boy was arrested Wednesday after being identified through DNA samples that he and other neighbors submitted voluntarily. No other arrests are expected. The boy was scheduled to appear in court Thursday but the hearing was postponed. The county prosecutor's office is expected to decide in coming weeks whether to charge him as an adult. Public defender John Mauldin declined to comment. The girl was found Tuesday in a closet of an abandoned mobile home, sexually assaulted and asphyxiated. The victim's mother, Renee Woody, said Thursday that she didn't suspect the teen at first, but then he began acting suspiciously and changing his story about the last time he saw the girl.

LOUIS -- Twelve boys in the first and second grade at a St. Louis elementary school are accused of sexually assaulting a second-grade girl during recess, authorities said Tuesday. One teacher who was supposed to be supervising the recess has been fired, and another suspended with pay, St. Louis schools superintendent Creg Williams said. The boys, ages 6 to 8, have been suspended for the rest of the school year. Names of the teachers and students were not released. The girl, who is 8, is physically OK but will not return to school for the rest of the school year. "We don't know what type of emotional scars it will have on the young lady," Williams said. "In my mind it's unconscionable that it happened and in my mind people have to be held accountable," Williams said. "How is it this kind of thing is even in the minds of young men?" The incident happened Friday at Columbia Accelerated Community Educational Center, a school with 400 students in pre-kindergarten through sixth grade on the city's north side. Shortly after lunch, three classes of first- and second-graders were outside for recess. A student saw several boys huddled around the girl who was on the ground, and alerted a teacher. School district spokesman Tony Sanders said details of the assault are not yet clear. City Officials Angry Over Paroled Sex Offenders Housed At Hotel March 17, 2006   COMMERCE, Calif. -- City officials expressed outrage Friday that state authorities provided temporary housing to about a dozen paroled sex offenders at a local hotel.   "Although the individuals are not residents of the city and have been placed in the hotel temporarily, we are concerned that an unusual number of paroled registered sex offenders are residing in the city," said Mayor Hugo A. Argumedo.   He said the sheriff's department alerted Commerce officials last night that state parole officers had placed the offenders in a Best Value Inn in Commerce.   The sheriff's department is working with city officials to alert the public and staff of Veterans Park, which is located close to the hotel, as well as neighborhood watch groups, he said.   The paroles are registered at the East Los Angeles Sheriff's Station and are otherwise in compliance with state law, he said.

SARASOTA, Fla. (Feb. 6) - The body of an 11-year-old girl whose abduction was captured by a
surveillance camera was found in a church parking lot, and a mechanic has been charged with her
murder, officials said Friday.

Sarasota County Sheriff Bill Balkwill declined to say where Carlie Brucia's body was found, but a
law enforcement source close to the investigation said it was found between 12:45 a.m. and 1 a.m.
Friday outside a church a few miles from the car wash where she was taken.

''Our prayers on behalf of everybody here in Sarasota County go out to the family,'' Balkwill said.

He said Joseph P. Smith, 37, has been charged with the girl's murder. Smith is believed to be the
tattooed man in a mechanic's shirt who was seen in a car wash surveillance video leading Carlie
away by the arm Sunday evening, authorities said.

Investigators found the body after negotiations with Smith, said the source, who spoke on condition
of anonymity. Earlier, authorities had said Smith was not cooperating.  ''We now stand ready to
complete our obligation, and assure you that he will pay the ultimate price for what he did to her,''
Capt. Jeff Bell said.

The Central Church of Christ was surrounded by yellow crime scene tape Friday, and about a dozen
detectives walked in a line across the field in an evidence sweep.  They declined to confirm whether the
body was found there. But Carlie's stepfather, Steven Kansler, and some friends gathered at the edge
of the church property Friday morning, kneeling in a prayer circle.  Rod Myers, the church's minister,
said a Bible study group met there Wednesday night but nobody saw the body because it was dark.

Friends described Carlie as a beautiful girl who loved watching actress Jennifer Lopez, going to the
mall and greeting friends with warm hugs. She was heading home from a slumber party when she was
abducted.  Carlie's friend Natalie Thomas cried after hearing that her classmate's body was found. She
remembered Carlie's smile and that she liked to go on walks.  Carlie was walking home from a friend's
house at about 6:20 p.m. Sunday when she took a short cut behind Evie's Car Wash, which was
closed for the day.

Smith has been arrested at least 13 times in Florida since 1993,  Bloodhounds led deputies to the
business, and car wash owner Mike Evanoff checked the security system video Monday, he said. The
images of Carlie popped up almost immediately, he said.  ''It was cold chills right up my back,'' Evanoff
said earlier this week. ''My manager couldn't even look at it. It's an awful feeling.''

In the 1997 kidnapping case, a 20-year-old woman in Bradenton said a man grabbed her as she
walked by and tried to pull her away, according to records released by the Manatee County Sheriff's
Office.  'He got on top of me and told me to shut up or he would cut me,'' she told authorities. After a
struggle, she said, she managed to run into the street, and passengers in an approaching van stopped a
nd rescued her.  Smith, found hiding behind a house by a police tracking dog, was acquitted by jurors
after telling them he was trying to keep the woman from running into the street and she misunderstood.

The thought comes to me think about all the kids that are abducted and stolen and there
is not the strange fate that a camera is recording the happening.  Like by some "car wash"
security cameras of all places to have to have a camera in the first place.  Streets of the

U.S. getting so bad we got to keep a watchful eye on damn car washes.  Go figure...

As I watch all the community support for the family and the pain that they and the pain
that is felt by everyone in the country points again to me the cultural and national anguish
and frustration that is coming out in our country.  We can not and the Church and the
Lord is not and the Government is not helping and protecting our children.  The little girl
was found dead in a Church parking lot for God's Sake.

All the thousands of kids abducted and we don't hear so much about because we don't
have a clue to hang our cameras and news stories on...kid gone again, who cares?  If
only we could communicate the pain and agony that each and every family and family
member feels when a child is missing, abducted, lost, stolen....it makes no matter.

WASHINGTON (Reuters) - Children whose mothers eat seafood high in mercury while pregnant can
suffer irreparable brain damage, researchers reported on Friday.   The report comes the same week as
the U.S. Environmental Protection Agency doubled its estimate of how many newborns had unsafe
levels of mercury in their blood.

The study, done by an international group led by researchers at the Harvard School of Public Health,
also showed that children exposed to mercury in the womb may suffer permanent damage to their heart
function.  "We found that both prenatal and postnatal mercury exposure affects brain functions and that
they seem to affect different targets in the brain," Philippe Grandjean, who led the study, said in a
statement.

In the U.S. I have heard that 10 million are classified as hungry.  The Moody Blues had a line in

Infant mortality has climbed for the first time in more than four decades, in part
because older women are putting off motherhood and then having multiple babies via fertility drugs,
the government said Wednesday.  The nation's infant mortality rate climbed from 6.8 deaths per
1,000 live births in 2001 to 7.0 deaths per 1,000 in 2002. The last time the rate rose was in 1958.

"We were surprised because it has been declining fairly steadily for more than four decades," said
Joyce Martin, lead statistician for the CDC. "You're always concerned when an important indicator
in public health increases."   CDC officials said the exact reasons for the increase are not yet clear.
But previous CDC research suggests the rise in infant mortality may reflect the long trend among
American women toward delaying motherhood.  Women who put off motherhood until their 30s or
40s are more likely to have babies with birth defects or other potentially deadly complications.

Also, older women are more likely to use fertility drugs to get pregnant, and such drugs often lead
to twins, triplets and other multiple births. And multiple births carry a higher risk of premature labor
and low birth weight — conditions that can endanger babies' lives.   CDC officials said other factors
may have also led to the rise in infant mortality. For example, more babies are being born prematurely
or at low birth weights because more doctors are inducing labor and using Caesarean sections for
delivery, the CDC said.

The rate of triplets and larger multiple births was 184 births per 100,000 deliveries in 2002. Multiple
births climbed more than 400 percent between 1980 and 1998 because of fertility treatments by
older women, the CDC previously reported.     Feb. 2004

More than 4 percent of young adults in the United States are infected with Chlamydia, and the
sexually transmitted disease is six times more common in blacks than in whites, researchers say.

In a nationally representative study of 14,322 people ages 18 to 26 conducted in 2001-02,
University of North Carolina researchers found that 4.7 percent of women and 3.6 percent of
men had Chlamydia. The overall prevalence was 4.2 percent.

The UNC study is based on in-person interviews with young adults and analysis of urine specimens.
Chlamydia is the most common bacterial sexually transmitted disease nationwide, with an estimated
3 million people infected each year, according to the Centers for Disease Control and Prevention

Human papilloma virus, which can cause cervical cancer, is the most common sexually transmitted
disease nationwide, with more than 5 million new cases each year, according to the CDC.
 

Calif. Autism Rate Doubles in Four Years -Study

LOS ANGELES (Reuters) - Autism cases in California nearly doubled over the past four years to more than 20,000 --

 a phenomenon whose cause may be difficult to pinpoint because it is not related to population increases or the way the

disorder is diagnosed, a state study said on Tuesday.

The study, conducted by the California Department of Developmental Services, tracked the number of autism cases

 referred to 21 regional centers where patients and their families receive government-funded services.
 

The report showed that the agency's caseload increased 97 percent -- from 10,360 in December 1998 to 20,337

 four years later.
 

Autism is a lifelong neurological disorder that primarily strikes boys, impairing their ability to communicate, interact and

 emotionally bond with others. Once a rare disorder, autism now is more prevalent than childhood cancer, diabetes

and Down syndrome, the study's author, Dr. Ron Huff, said.
 

The spectacular rate of increase for autism dwarfs rises of 35 percent to 49 percent for new cases of mental retardation,

 cerebral palsy and epilepsy in California, he said.
 

"We are convinced that this is for real," Huff said. "It has to be taken seriously." Huff's study was a follow-up to an earlier

 report ordered by California lawmakers that showed a 273 percent rise in autism cases statewide between 1987 to 1998.

REHRERSBURG, Pa. - A teenage girl abducted after her uncle allegedly broke into her family's home and

killed her parents was released unharmed Sunday after a police chase. Her uncle was later arrested

 following a four-hour standoff.

Robert Lee Hixson, 42, surrendered to police at about 3:40 p.m. Sunday, state police Trooper Raymond J.

Albert said. Police said he had released his 13-year-old niece Hadley Bilger at around 11:30 a.m.

Police placed tire-flattening equipment in the roadway, disabling the vehicle after a high speed chase through

 Berks County that ended about 90 miles southwest of the girl's home in the Pocono Mountains, police said.
